Penn-co Construction is a leading construction company currently hiring a Human Resources Specialist to join our team working at our Steinbach office. As the HR Specialist you will be responsible for managing labour relations activities and the recruitment process. This role requires an understanding of labour laws, collective bargaining agreements, and recruitment best practices. The ideal candidate will be skilled in conflict resolution, negotiation, and talent acquisition, ensuring a harmonious workplace and a strong workforce. Labour Relations:

  • Serve as the primary point of contact for labour relations matters.
  • Develop and maintain positive relationships with labour unions and employee representatives.
  • Administer and interpret collective bargaining agreements.
  • Handle grievances, labour disputes, and conflict resolution.
  • Ensure compliance with labour laws and regulations.
  • Conduct investigations related to employee complaints and workplace issues.
  • Provide guidance and support to management on labour relations issues.


  • Develop and implement effective recruitment strategies to attract top talent.
  • Manage the end-to-end recruitment process, including job postings, resume screening, interviewing, and selection.
  • Utilize various sourcing methods, including job boards, social media, and networking events.
  • Conduct reference checks and background screenings.
  • Negotiate job offers and extend employment offers to selected candidates.
  • Ensure a positive candidate experience throughout the recruitment process.


  • Diploma or degree in Human Resources, Labour Relations, Business Administration, or a related field.
  • 3-5 years of experience in labour relations and recruitment.
  • Comprehensive knowledge of labour laws, collective bargaining, and employment practices.
  • Strong negotiation, conflict resolution, and interpersonal skills.
  • Proven track record in talent acquisition and recruitment.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Strong organizational and time management skills.
  • Experience working in a unionized environment.
